When I switch the light from the growth phase to the flowering phase, for example from 06:00-24:00 to 06:00-18:00, can I also adjust the light here, from for example 06:00-24:00 to 07:00-19:00?

As long as you are getting 12 hours of dark for flower it doesn't matter what time of day it is happening. Since your plants only know the time of day based on your light cycle.
Personally I run my lights during night time to help with temperature. 7pm-7am for flower
7pm-1pm for veg
That said, I could flower 8pm-8am(2000-0800), 9am-9pm (0900-2100) and it would make no difference, as long as it gets its 12 hours of dark for flower.

All plant show def due to bad weather and pot not dry after 5 days, help?weather been bad all week (cloudy, windy and cold; 9 celcius at night and 14 during the day).
