No that is just new leave growth but nothing to worry about your plant looks healthy so just give it time. You will notice that flowering has started when you start to see pistilis (white hairs)

Buds look okay?Buds look okay? I can’t get a closer picture, been using loop and concerned those might be bananas on the buds. Coloration differencesIm curious...im growing nevilles haze outdoors from bag seed labeled as such, supposedly correct and unmixed with others.
