Go for it , 9 weeks in veg it's plenty of time it will fill the space when in flowering keep them tuck under the scrog to maximize footprint

if you have filled at least half the space, it's probably golden. expect the plants to double in size at minimum.

It's going to depend on how much room you have... they will stretch madly as they go into flower so if you don't have a lot of head room, that's something to consider... If you feel the plants are a decent size and you don't want any more development of bud sites, flip! Good luck!
