Droopy leaves on several buds on the same plant

The main branch is healthy and big but the others are quite small with droopy leaves and the buds are tiny. They didn't receive much light because they didn't grow much and they look bad. Any idea ? Probably not a light or watering problem.

I'm 80% its a disease.

Help! Droopy leaves stillShould I go ahead and transplant to larger pots? These roots were long before I put them in these less than a gallon pots (all I had at the time) they’re still droopy after transplanting them on Friday.
