CFLs aren't the best for growing really. If you are using them it's really better to have several small wattage bulbs than one big one. To not get into a long explanation, the conversion of electricity to light becomes less efficient -aka produces more heat- the higher wattage you go.
If you don't want to replace the light yet, get it out of that box. Some fresh air and a little airflow might fix the problem. If you DO wanna replace the light, LED is the way to go for heat management. You don't really need an expensive grow light for veg, I use a LED shoplight(100w actual draw) and it does fine. Just be aware when shopping LEDs that a lot of manufacturers like to brag about "wattage equivalency" which doesn't really mean jack- look for the actual wattage pulled from your plug in.
