probably.. you can plop a cutting into a cup of water and forget about it and there's a fairly good chance it pops some roots. I have found that humidity and temperatures help alot, but i use a solid substrate. RH may not be as big of a deal for hydro, i'm not 100% sure. Professional nurseries purposefully keep the above ground portions slightly cooler than normal and the substrate warm. This slows down vege growth up top and promotes more focus on roots. Make sure the water isn't too cold, i would suggest. There are slightly different rules for h ydro cloning.. somethings may not be as much of a concern. Speed of the process is never a concern for me, but it might be for others. A simple method can have rooted plants ready for transplant within 7-10 days doing as i mentioned above with a solid substrate. The heat mat i started to use made a huge difference in success rate and consistency. Water temp has other concerns. you also don't want cause any microbial issues, so YMMV as far as translating this to hydro cloning. Think it's better if you put some little spray emiters in there with a pump... just mimic the ez cloners and such... but if the stem is touching the water it should stay hydrated. if it works in a cup, it can work in what you show here.
