It's not powdery mildew and there are no pests. Underside of the leaves is inconspicuous. It can't be rubbed off or removed, and it gets stronger as the plant grows. The plant is developing completely normally. Could it be a deficiency or calcium? Water has a pH of 7.8, but it's being corrected.

Definitely a pest. thrips can make marks like that, but not limited to. pyrethrine is a kill on contact option wiht a fast degredation... i'd still recommend not using it in flower. It has less than a 72hours half life if i recall... but no idea what the threshold is for 'safe'. Anything that is truly safe to apply in flower is probably also ineffective. Predator bugs are 'safe' but may need time to control it. Good thing -- definitely not powdery mildew.

When I have something similar = everything I do = it's nothing) I have never had any problems with such spots. I would say that these spots are probably constantly on my bushes.
