could be low light or stress, but i think this is genetics. Node spacing seems fine (light and leaves are relatively healthy. Re-vege leaves are malformed and odd looking - no serated tips, limited number of lobes etc.. While your plant doesn't progress much beyond 3-fingers, it's clear that's normal up and down the plant and not a recent thing. that does indicate some less than optimal feeding methods, but probably not severe enough to cause this.
like mouse said -- "dr. grinspoon"-esque traits.. lots of foxtailing, small buds etc.. You can google image search dr grinspoon and see the similarities for yourself.
