Picture would be good cos green flying insect refers to many different insects. Those orange balls might tell more if they are the eggs. First that came to my mind is lacewing https://www.google.com/search?q=lacewing&tbm=isch&bih=713&biw=393&prmd=isnv&hl=en-US&ved=2ahUKEwirj7r5raXpAhUItKQKHTDxB0YQBXoECAEQQA Totally harmless and eats other insects so friend of yours. Hey ;-) First I would raise the humidity ;-) to 62% approx. Then I see you have an NDL lamp 400 watt and are 35 cm away. if you have a spreader in front of the bulb or you are working with a cool tube, it is so ok. If not, I would go to 45 - 50 cm tall with the old one
