you don't have to, and in some cases a more intense light may be better than a light with a slightly better spectrum ... all depends.
So, i'd use the light that makes sense for vege... try the lower wattage one, because you get 18-24hours i bet, and can provide enough energy with lower watts in many cases...
Change if you see too much stretching -- too much growth between nodes (internodal spacing for future reference).
if one has some red in it, it's probably better for bloom -- that does not mean you can't use it in vege.. i just mean for bloom, it'd be the better choice. intensity may trump that... size of plant may require both lights, etc etc..
but, in bloom you only get 12-13hours of light, so you want the stronger one and the one that can cover the entire canopy with a blanket of photons.
If i have misread this a bit and it is a switch on one fixture, i'd go by footprint provided and definitely flip bloom on for bloom, regardless. But, if you need more light in vegetative phase, go ahead and turn on more diodes within the fixture.. don't worry about the label on the on/off switch.
