Yes, this is absolutely normal :) nothing to worry about. Each seeds is genetically different, some will be cahmpions some others will fall behind, that doesnt necessarily mean that the plants are sick, they are just not as fast as others. Give it some time and it should reach the other one, if not then it will do its own thing, nothing of your doing will affect this in any way. Good luck :)

keep in mind that each seed is a lottery, although it's clear that there are different qualities. You might have gotten a phenotype with slower growth.
