dude is right, they look like rusty spots because this fungus is called rust and it comes very often, especially where there's too much humidity between the leaves and the soil. Rose plants almost always get it. It's not that invasive, so don't worry too much. Go to a specialized store and ask for a systemic fungicide for the rust on your roses. Spray the recommended dose, wait 2 weeks, and then repeat it. Avoid doing it on the flowers if they exist.
