White clumps on foliage ..

Today, for the first time, I discovered on my plants (on the leaves) something like clumps of white cobweb .... What could it be? And how to deal with it?

Looks like Thrips! Little black flying bugs often confused with fungus gnats. Get some sticky traps and amazing Dr Zymes!

Root aphids in flowering?What I initially thought was a nutrient issue I am now convinced is a root aphid issue.
