You can, more budding spots = more bud overall, less budding spots = bigger bud overall. In the end if they will develop bud and can reach out into areas with light now, or could be reaching during flower then you leave them on if you want to, but if you think those won't develop anything at all or you just want less buds but bigger and denser, then cut them if you want to.
