Try a different method like placing the seeds in a shot glass with warm water and leaving it in a dark place, like a cupboard, for 24-36 hours. They say to use distilled water, but I never do and still have a pretty good germination rate. I've tried the bag and paper towel method and it works best if you place the bag on a warming mat or another source of warmth. Just make sure it's not too warm. So, you don't cook your seeds! I prefer soaking the seeds for at least 24 hours opposed to the paper towel method. With the paper towel from start, you could start growing mold before the seed sprouts. Good luck on your next seeds!
