Each seed is a unique individual organic being, no two plants will ever grow the same, even with seeds of the same strain and from the same packet.
As TwistedSeed wrote, if you want identical finishing times, growing from cuttings is your only option.
Also, there are so many factors effecting growth in an enclosed artificial environment such as a tent, being a slight bit closer to the light, being in a corner, being near the exhaust fan etc can all make small differences that will affect growth and flower development.
Anyway, who is to say that the one in full flower is the normal one and the other 3 the abnormal ones?
Since you have 3 slower ones and an earlier one, I would say the 3 slower ones are the normal ones of that strain and the early flowering one, the abnormal one.
