If you have a tent with adequate ventilation then you can go without a oscillation fan if you have a smaller tent and no room for one. If you have say a 400 cfm (typical 6 inch exhaust fan) fan pulling full force in a 4x4x6 tent that’s only 96cf you will be clearing the air roughly 4 times a min. That is a lot of air movement and more then enough. I would recommend getting a smaller clip fan or 2 just to push the heat away between your canopy and lights though, if you have the means. But if your stuck for space or just don’t have a fan or funds for one then you will be perfectly fine as long as you have adequate air flow from your exhaust fan. Hope this helps! Cheers 💨

I have a carbon filter and that takes air outside and new air come through the hole.. will that still be an issue?

Unless you want to fight the dreaded bud rot YES 😀 Seriously nothing wrong with good air movement, plants love it. Helps to strengthen them up. Thicker, stronger stems are good for supporting buds. You might be able to get away with not having a fan in veg (might), but come flower you won't want still, stagnant air around your buds.
