This plant is a pure male with no evidence of any female flowers period.
Defoliating or stressing it in any way will do nothing other than stress it, there is no way to reverse a male plant without chemical treatment, often with dubious results. Not much you can do with it unless you want some regular pollen to breed with in the near future.
If you grew this seed from "bag seed", this highlights the risk you take by doing so.
Far better to buy feminised seeds from reputable breeders than try and save money by growing "bag seed" with unknown genetics and often with dominant genes for being hermaphrodites. Any money you saved by not buying seeds has well and truly been blitzed by the investment of growing this plant for zero return. Hard cold facts of life, sorry to be so blunt.
