Does this ph-level 61.1 and ppm level 1676 look fine? If ppm is too low, how can I increase or decrease it?

Hi I think your ppm is extremely high for week 5 you should be aiming around the 600-700 mark however your girl is looking healthy I would be cautious not to cause a nutrient lockout by giving her more feed I would flush her with plain ph water until the ppm came down. Have you checked the ph level of your medium?

pH 6.1 in coco is ok. 1700 ppm is way too high ! Veg cycle: Seedlings 200-500 Young plants between 5 to 8 weeks 500-800 Old plants older than 8 weeks 800-900 Flowering cycle: Week 1 to week 3 stick on Veg nutrients 800-1000ppm Week 4 to week 5 switch to Bloom nutrients 1000-1100ppm (1100 is the max before turning into an hypertonicity condition) Week 6 to week 7 800-700ppm Week 8, week 9 flush the Indica Sativa over 9, 10, 12, ... weeks, flush 2 weeks before harvest.

Hey the plant is looking good, i am not an expert myself. but as far as I know ppm of 1676 for a runoff might be pretty high! you might want to keep it much lower during veg stage. Careful not to overfeed as this high ppm means your plant is not taking in the nutrients provided properly. also check your tap water you are feeding with, it might also be quiet hard to begin with.
