It's possible it's just a genetic reject, coz those do come from inbred seeds from a parent that was toxified to have hormonal dysfunction... Occasionally, that means retards.

Lighting? I mean in your diary it says 610w, that's quite a lot...and that tent you have is not huge... So I hope you are running that light at like, rather low capacity... Like it's really difficult to say, coz I can't quite tell wtf is going on there. If it's definitely not lighting excess, I would simply transplant that to different soil/pot. People often overlook that as an option, especially when the plant is young.
