When using a Apple cider vinegar/water mixture is it ok to spray the entire plant, leaves bud and all to combat Powdery Mildew (PM)? I’m assuming it’s ok and may help prevent the PM from infecting the buds leading to bud rot?

Is this powdery mildew?Could this be powdery mildew on the pictures? I have to add that the spots were a little more fluffy but I removed some of it with my finger. Small white spots on leaves in germination phase.Does anybody know if those small white spots are ok? I have water 7 pH and I add some citric acid to lower it to 6 pH, when I sprinkle the soil I lightly sprinkle the leaves as well and I'm not sure if it's the effect of dry citric acid or something else.
