As long as your Humidity is up real high and other factors are on point - I dont think that jiffy plug is the best environment for the cuts to root well. I struggled getting cloning down for a while, and what i realized is that they like alot of moisture right on that stem for the first couple days or so. After that , less moisture day after day to help those roots be encouraged to search for moisture.
Ive never used those jiffy plugs, but I believe they hold a lot of moisture, and little oxygen. Great for germinating seeds, but not so much for rooting cuttings. You also need plenty of oxygen on that stem and in the root zone. If I am rooting cuttings directly into substrate, I have found coco to be an excellent choice. It has a great air/moisture ratio.
At this point they may be too far gone, but I would try to squeeze out some of the water and dry out those plugs. I would wager if you pulled one of them out, the stem at the bottom would be dying and brown and slimy.
