21 days is the the average time to make a complete cycle, if you do it right you'll kill them and interrupt their cycle. Neem act by contact & ingestion, the soap will disolve the exoskeleton and will help the neem to make a way in their bodies, then sílica will make the surface of the leaves stronger and will act as irritating and it even work by ingestion & contact by the action of the soap and finally the cinnamon make an interruption in their sexuality process ghosting their pheromones and as neem they'll stop eating by its action.
If you're in the first 2 weeks of flowering you can go for it but if you're advanced... you'll probably need to go to a chemical solution and quick as you can, most of them need 4 or more weeks to disolve their compounds.
