Premature flowering

Does anyone know why photoperiod plants outside are so small? because I have one that is barely 4 weeks from germination and is already blooming. I think it is too small to start blooming so early and I don't know what to do to keep it growing. If anyone knows, please tell me.

Flowering starts when the light conditions are right. As she has only been given mostly 12/12 schedule, she will be small. As a photoperiod seed, 12/12 light schedule will start flowering. She is looking really good though, just in time for the holidays...good luck
