I plant the seeds in moist soil and then put a plastic dome over the starter pot. This helps seal in humidity, so when the plant pops, it can focus on establishing it's root base.
I have a great percentage of seeds popping and surviving from this method. I don't think i'll ever try a different method.
If you decide to go the wet paper towel route, be careful and don't let your roots start growing into the moist paper. Roots have little "hairs" that shoot off of them and they help uptake water and nutrients. If these hairs get damaged, it could mess with the plant and possibly even kill it. So, if you use that method, try to transplant as soon as you start seeing roots.
