It is another auto flowering genetic mutation. Twin seedlings usually lead to weird plants and I doubt these seeds would ever grow normally or produce normal flowers, based on my previous experiences with seeds that have done the same thing. I believe that some breeders in their haste to bring new products onto the market do not spend enough time fully stabilising the genetics before they do market them. It seems to be quite a common occurrence with this particular breeder, judging by the amount of times similar questions have appeared in this forum regarding weird things happening with their strains, unfortunately. This could however be caused by the number of people trying to grow their strains and may be statistically similar to autos from other seed banks/seed breeders. I guess when working with wild Ruderalis genes, there are a lot of previously unknowns in place with ruderalis genetics, that have not benefitted from four plus decades of experimentation having occurred, such as what has occurred with "normal" photo period plants. I would suggest chalking it up to experience and plant some new seeds. Weird seedlings generally lead to weird plants that produce weird flowers. Growing twin plants, that is if they do grow, leads to both of them competing for space, room, light, nutrients - everything really, and instead of two plants you end up with two quarter sized plants with the inherent risk of mutated growth and flowers.
