Kinda looks like a soft shelled something. Maybe a dead aphid? any macro shots of it?
I'd also guess the neem is highlighting the leaves trichomes, The dots are following a structure and pattern to me that looks consistent to that.

Just a dead aphid and the oil might just be reflecting off the trycombs on the leaves, I'm sure they're fine and wouldn't be to concerned, if things get worse which I doubt they will just post another question and I'm sure we'll find a solution. They look good so far

Orange worms boring in Stems causing rot. What can i do???Somebody tell me how to eliminate these boring fucking asshole orange worms!
