It looks like your seedling has dampened off. Damping off is the generic name given to a fungal infection that affects plants in the seedling growth stage. It gets its name because the condition causes the young plants to appear damp and soggy, limp, and wilting. After these symptoms appear, the seedling will soon collapse and die. The microbes responsible for causing damping off attack the roots of the plant. If a plant becomes infected, there’s very little you can do to save it, and the condition is usually fatal.

They dampened off when too wet or substrate is too compact. Might want to add 30 percent of course perlite to substrate.

Hydrogen peroxide is probably not the best idea...........pure water would be better.

It already happened to me when I kept my seeds for a while (around one year) before planting them. I guess the seeds were not that fresh anymore. In my case, the seeds even popped out of the ground but never really grew and the roots were not developing. If you are interested, you can check my 2 Sensi Seeds diaries where the case happened and is documented. Good luck with your grow! 😎
