What should the buds look like for ideal one week PK13/14 treatment

I am wanting to know when to give a synthetic PK boost by visuals alone. Let's say you are growing a strain for the first time and you are instructed to give, let's say PK 13/14 three weeks prior to harvest. What would the buds look like. Ok 13/14 is for a few days only so timing

P/K boosters are most effective from about the second week of flowering until about the fifth or sixth week.
3 weeks prior to harvest is way too late, the buds are nearly finished by then and won't be able to make best use of the extra P/K.

Is it time to harvest yet or should I wait a bit longer?At the moment I'm seeing 89% cloudy, 10% red and 1% clear trichomes. It is not very clear from the photos but from what I'm seeing through the magnifying lens this is how it seems. There is significant yellowing but also many white pistils.

Is this normal and will they continue veg due to increasing days/temps? Also, could this be reversed with additional light? Currently in the 7th week of Spring with 14h light and 13h sunrise.
