My plants have been looking sad for a couple weeks. Tried everything then the other night I turned my light down to 40% giving a DLI of 28 they perked right up with 24 hours. I have now put it up to 60% giving a DLI off 39 will this be ok or should I keep it low. Week 2 flower.

That will be fine. If you push it more then that they will look shit again. Increasing DLI is a gradual thing.

Hi, I use the same LED panel as you. It's a panel that is intended for an 80x80 but works just as well in a 60. I'm currently using it in a 60x60. In growth the 20 first day is that you have to gradually go up to 100% otherwise I could see stress. But at this stage of growth of your plants you can put it at 100% up to 40cm without having any problem. I tested with my luxmeter which displays around 65,000 lux, the maximum recommended light. The problem must come from elsewhere. It looks like the lower leaves are turning yellow as the nitrogen is depleting, fertilizer at each watering with the recommended doses should take care of that for the start of flowering. The leaves seem to have fallen down and are stiff, perhaps overwatering? did you wait until the pot was very light before watering?
