It's not so cut and dry. I slowly increase intensity as my plants get larger and when I go from veg to flower. Look at your plants, they will show signs of stress if it's too strong. Do you supply CO2 gas? It so you can increase the intensity in larger increments. I also personally wouldn't run my lights at 100%... They are more efficient and likely to last longer at about 75-80%

I'd start my seedlings anywhere from (5-7 days) at 25% at 45cm..
Then you can increase it as it goes on. But shouldn't have to increase past 50%. For your whole veg
