depends on plant.. i just saw a diary where a plant was covered in crystals after 28 days -- as if it were ripe, but clearly wasn't rip yet.
anyway, look for uneven development, specifically if the top lags behind. that's a sign you are evaporating them off on top -- could be heat or too intense of light at a cool temp too.
one of the few things you can do beside keep it healthy and fed, is keep humidity around 40% or lower and that should promote trichome development. Beside that, the only thing you can do is provide a more optimal amount of light, if that is even possible. May require adding CO2 etc..
