get the soil off the leafe, it can't uselight if it is blocked.. also keep plant dry or you'll grow something you dn't want on the plant itself. Especially early on the extra moisture can cause it to be weak or grow crap on lower apical meristem. if you've been fertilizign, stop. unless you see some yellow creep. If you are toching it with light, move it away. let it reach before you give it intense light.. this can easily stall it. A sign this has occured is if there is no internodal spacing. So, let teh soil dry more before watering... top 1/2" or so at this stage. feel it when dry. water it fully with some runoff and feel it when it is wet, but drained out initially. this will help you decide when to water as the plant drinks more and the timing between shortens. i'd still hold off on nutes, assuming you've put some into substrate already.. little plant, little appetite, and it'slikely still there around edges for sure. don't let it build up and feed more and more in meantime.

Oui tout a l'air normal, si vous la faite en extérieur cela prendra plus de temps et le climat y joue beaucoup aussi. Je vous conseille de la mettre sous cloche pour qu'elle garde de l'humidité Bonne culture

I'd have to chalk it up to genetics or for some reason you locked her out of all nutes and she just stalled and probably won't get any bigger and will eventually die. I'd say keep going with it and see what happens..! Good Luck!

Definitely should be bigger than that at a few weeks. Hows the outdoor conditions? Is she getting decent light hours per day? Or does she sit shaded most of the day? Something is slowing her down.... or could just be genetic runt.
