evaporative coolers -- same concept -- don't work so well, but techinically will absorb heat from the environemnt when water evaporates over time. increase surface area as much as you can and it will improve what it does.
if you need more than a couple degrees cooler, this won't do much to put it in proper perspective. Condensing air works too, like with a fan and forcing it through a smaller opening. As with evaporative cooling, this will not have a big enough impact for the effort in all likelyhood.
