That's a long time to break the surface! Just keep on going, get her under a dome like a clear solo cup. Don't overwater. If those lights are actual wattage, they are probably much too strong for a baby. If they're LEDs, you're probably good. Thirty inches is a good height, although without actual wattage I couldn't say for sure.

Hi, Hard to know whats happening without a picture but You might have burned you seedlings. When germinating a new seed use promix-ph and wet it with drinking water (filtered tap water.) just enough so it holds some water. don't use nutrients until the seedlings are well established (they show a consistent grow). have the lights at least 24” away from plants and a 18 hour cycle will be fine.
