Is this normal bud growth?

See the attached photo. Is this normal bud growth? It looks different than I’ve seen. It’s forming in ball shapes, so I’m hoping it’s not growing seeds somehow. Hopefully it’s just making small buds and will still be useable? Thoughts?

Its kind of foxtailing by the look of it. Some strains do this not the nicest to look at bit not gonna hurt it.. Otherwise its like chevron said and you have a heat problem. Which can also cause foxtailing

It's not normal, but it's not really abnormal either. High temperatures and weird genetics are likely the cause. I wouldn't worry about pollination. I doubt seeds are the problem.
