I will upload a vid to better show but here goes.. I add 2L fresh water ~ 6.5PH to bottle. Add a splash of PH- then shake. I measure the solution, reads ~5PH. I pour some out, add water, clean and dry probe, shake solution and re-measure > 4PH!!? More water I add PH drops?!

Yeah, make sure you use distilled water to calibrate you PH meter. Tap, spring, or any other water source will always have varying PH levels, so likely the water you are adding is just more acidic, or your PH tester is off. The good news is that you are probably overthinking it. More likely than not, your standard tap water will be alright if you let it sit for 24 hours to get rid of any chlorine. You should only have to augment PH if you experience invest nutrient lock, and you can do so simply with lemon juice or aglime (one goes up, one goes down)

Hi! You need to check your pH meters probe and possible refill it in storage solution. It might be broken or calibration is way off. I have already broken two pH meters due to bad maintenance and I did not use storage solution at all... Now i am

6.5 is actually a good ph, I normally keep mine within 6.0-6.5, the reason your ph is dropping is that when you add the freshwater, it has a lower ph so it's dropping the overall ph when added. This always happens when using R/O water over tap water. Hopefully, I answered your question and remember " Happy Growing and Free your mind one puff at a time ".
