In reply to your question, yes you should switch over nutrients while still giving a very, very low dose of Nitrogen as plants are still growing vertically during the first 3 weeks of flower, know as the 'flower stretch'. Plants require a higher amount of phosphorus (P) and potassium (K) during flower in order to sustain your plants needs in growing nice buds. Just remember to start off with the nutrients on half or even quarter strength of what your nutrient line up recommend and gradually build it up over time, LESS is more.
From looking at your picture your soil looks very wet, so to me it looks like you're over watering and those leaves look full. Just make sure you're giving your soil enough time to dry out properly in between waterings as you don't want to suffocate the roots and see how you go. Maybe in the mean time back of the nutrients while you assess whats going on, an just feed with plain pH'd water when the soil has dried out.
