Can i assist in sunlight using an LED lightbulb or a UV flashlight?

So my seedling just sprouted this morning and I am keeping at my windowsill where it only receives around 10 hrs of sunlight. Can I run a desk lamp using Sylvania ECO 60W LED lightbulb to assist in light? Or is my Vansky 51 LED UV Flashlight Black Light better?
