Wait until 95-98% brown pistils/hairs, this is when the cannabinoids are at their peak.
Waiting until all the pistils are brown will give you over ripe plants with reduced THC levels, but with elevated levels of CBD and CBN, which are both non-psychoactive cannabinoids.

Amber trichomes means more of a body than head high, due to THC breaking down into CBG and CBN.
