Please see my answer I gave to a very similar question a couple of questions down the page titled "broken main stem".
You need to take the tape off to let the break air dry and heal though, the tape can cause mould/fungus to attack the wound due to the elevated moisture around the stem under the tape. Tying the branch to a stake will speed up the healing process; attaching a splint would be nearly impossible on such a short stem.
By the time it is long enough to warrant tying down again, should be long enough for the breakage to heal. Even if it breaks again when you tie it down, she will continue growing normally as though nothing happened at all.
If you are really keen or uber concerned, tying the branch to a stake before any further training will definitely prevent the branch from breaking again, but if just left alone to heal, in 2-3 weeks the break will be completely healed and without any loss of growth.
