Do buds need light on them to grow or does the grow to via the leaves on the plant and roots? I can't seem to find answer. I can either focus my lights on the bud sites or the leaves instead. I have 4 arms that I currently aim obviously everywhere but closer to the bud branches

Light, and air flow passing the buds will help swell them. There actually a sex organ trying to catch pollen to produce seeds. So if you give them the right amount if light and air flow they will swell nicely. Don't get to crazy with air movement though. They get bigger and bigger trying to catch pollen and if you wait to long to harvest they'll hermie to save there Genetics.

The common wisdom is that you want as much light on bud-sites as you can. That's why there's all the focus on topping and training plants rather than just letting them do whatever, so there's as much exposure to as many bud sites as possible.
