How much light for a stunned seedling?

If my seedling is stunned, how much light in watts should I give to her? Does it make sense to give minimum light to help recover after over-feeding? (in my case 11w all spectrum bulb). I mean to help her to focus on recovery, not on reserving energy

You need to give her all 11 of those watts...seedlings only need water they can't handle nutes yet so unless you mean overfeeding as in overwatering you doing the wrong thing...if you can try to flush it if it's overwatering let it dry out and start again giving it less...at seedling stage you ideally don't even want all your soil wet just a little around the seedling

As a plant gets bigger it requires more and more intense light as it goes through its stages. A 11 watt light will not be strong enough to make her produce much. Depending on the plant size when really young or lamp distance if no dimmer. I would shoot for a optimal area and let the plant catch up or sort out the issue naturally. Providing more stress will not help the situation making big adjustments.
