PPM levels in organic soils to high for seedlings and Veg. stage?

I've read several places that you want them low during seedling and we'll into veg. and a lot of places advise on foxfarm happy frog.
I did a test just to set a base line and my ppms are close to 1000 right out of the gate. If the ppms are to hi, why would they advise this way?

That's one of the reasons I stopped using fox farm line. Not organic, but they state it is on bottle and way too strong in many cases.
Nute company needs to sell more nutes. My first diary here is made still with fox farm, I ended up using 1/4 of recommendations.

you should start your seedlings in a mix that is not full of added nutrients such as a good quality
potting mix or something along those lines , even older soil will suffice
then once the plant has grown a bit and has several sets of leaves you then transplant it into your fox soil

It's 28C (80F), humidity around 65.

How to raise ph in soil?I checked the runoff ph, a week ago it was at 6.2 and 3 days ago when I last watered it was already 5.9 even though I watered with ph 6.7 (I always used to water with ph 6.5) but the 6.7 didn't help much. Should I use PH Down?Today I measured the water ph before putting any nutrients and it turns out it was 7-7.5 ph but then i measured the water that came out of the bottom of my pot after watering (i put some biobizz nutrients) and it was 6.5ph should I use a ph down?
