Germination challenges for hydro new grower

It's been 7 days and just not sure what is going on with it being day 7 and they seem to be struggling should I move them to the grow tent into their final hydroponic homes or should I keep waiting to see if they bounce back and leaf more for seed #1 and grow with leaves on seed

that look bad u can transfer to the final Hydroponic but am not sure will help.. give a try maybe will bonce again u waited to long to put it in you final pot
