i prefer spinosad over neem oil, can be used up to two weeks before harvest.

It looks like a bug called "thrips". Mixture rates should be on the product bottle. Apply last thing before lights go out, if sprayed during lights on time, it can burn the leaves. If it is only one or two bugs, squash them and only spray as a (very) last resort would be my advice. Yellow sticky traps should catch them too. Just remember, do you really want to be smoking neem oil? It is meant to be safe, but..........

You can use with vaporisator, The mix is wrote on the notice of your oil, But neem oil is primcipaly to prevent trouble, not kill insect, Must to check under the leaves and kill them, after vaporizer the plant with neem. Hope to help you.
