Yes fungus gnats are a common problems with seedlings, you shouldn't water too much, wait for the soil to dry to water again and you shouldnt have too much problems with them, they love a humid environment ! Good luck

If you go to my page and check out my recent grow diaries, you'll notice the perilite/sand layer on every plant I have in my tent, it's the only way I have ever got rid of them fully.

I think you may have fungus gnats, they are very common I get them every grow. They lay eggs in the top layer of soil. If you cover it with rice holes, sand, perilite.. they won't be able to penetrate it. I use sand or perilite. Put enough down that it will cover the top of your pot and then let your media dry up a bit for a few days and that should take care of them
