Hi there! This is not normal to me, it looks like something is wrong in your environment, and I'm thinking about your light/plant distance. Indeed, some stems are stretching straight to the light without making many bud sites, and those buds experience difficulties in fattening ---> typical symptoms of lack-of-light / huge distance between plants tops and lighting source.
