Hi @midEastern! I see you did treat with neem oil, you were right that's one of the most efficient way to kill all these tiny invaders. Since you're growing outdoor, I highly recommend to surround your babies with companion plants, such as basil - chamomille - mint - garlic, they will keep bugs away from your babies and might even help in nutrients absorbtion & humidity retainment! Like Stick already mentioned give her companion plants. I use lavender Basil or calendula or geranium . the bugs dont like it. But keep an ey of the resh leaves they are looking not so nice. The are lightgreen and the tips are rotting

That is a beetle suborder polyphaga. They will eat just about anything including your plant. I would recommend removing and treating the leaves with neem oil. This should help discourage them from returning and resolve future pest issues. You can also purchase some mosquito netting and creat a makeshift tent using pvc as the frame to prevent insects from getting to your plant in the future. Hope this helps and good luck on your grow!
