Because it is in a tiny cup that is only half filled, which is restricting root development.
Clear plastic cups are a no-no too.

3 x 3 gal pot in a 2x2 tent?I sprouted a seed in case the little baby would have fail, but now it’s fully recovered luckily. What can I do with the extra baby?
