Why is my seedling only grown to 1 inch at day 8? Have 200ppfd light distance at 25inches

Because it is in a tiny cup that is only half filled, which is restricting root development.
Clear plastic cups are a no-no too.

- should I grow the plants always under this ceiling, or if it is beneficial to expose the plants to direct sunlight?

Think my seedling will survive?Thank you for all of your guys' help last week with this seedling. Coco Seedlings slow and yellowing Overwatered/high PhAutoflower seedlings are 11 days out of the coco,bit light green yellowish from start.
